Richard Shikiar, Ph.D. is a senior executive with twenty-eight years of consulting and senior management experience in research and development settings. He has extensive knowledge regarding the operations and organization of profit, non-profit and government organizations.
As Chief Operating Officer (COO), Mr. Shikiar oversees operations and financial components of the HVTN. He is responsible for the administrative operations of the Network including financial and budget management, travel, facilities, conference calls contracting, accounts payable and human resources. He routinely acts as a liaison with the Fred Huthinson Cancer Research Center administration, site Principal Investigators, DAIDS and external groups in relation to insurance, governmental relations and the operations of other scientific entities.
Mr. Shikiar advises the HVTN Network PI on strategies to achieve effectiveness and efficiency. He develops operational systems that monitor the financial performance of the HVTN, integrating the data with other systems to produce an accurate and timely picture of the management and operations of the Network. At present, the Communications, Community Education, Evaluation, Operations, and Training Units all report to the COO. The COO also manages operational and administrative issues in collaboration with SCHARP and the Central Lab, with the goal of optimizing operational efficiency of all components of the HVTN.
