Chief Operating Officer, HIV Vaccine Trials Network
Banks Warden is the COO of the HIV Vaccine Trials Network (HVTN), which operates in 14 countries located on four continents throughout the world. Banks also serves as Managing Director of International and Special Projects for the Vaccine and Infectious Disease Division (VIDD). Banks has held several positions at the Center including Vice President for Planning and Strategic Development as well as Executive Director of the VIDD.
Banks is a senior executive with experience in many phases of the health care industry including hospital management, physician relations, managed care, health insurance, consulting, clinical research, and disease management. He has over thirty years of consulting and senior management experience in health care organizations in both urban and rural settings and has extensive knowledge regarding the operations and organization of profit, non-profit and government organizations. As CEO or member of the senior management team he has worked in both profit and non-profit settings including venture backed and startup firms. As a consultant, he has assisted clients on both a national and international level including private hospitals, clinics, medical groups, Native American groups, and the governments of New Zealand and South Australia.
As an officer in the United States Public Health Service and later as a civilian employee, Banks helped develop and execute a number of innovative health care programs in Alaska. As COO of the Pacific Medical Center and Hospital (PMC) he helped plan and implement the transfer of ownership of the Hospital from the federal government to private ownership, preserving a key element of health care delivery to the "underserved" in Seattle. Later, as CEO, Banks continued the development of the PMC into a successful integrated delivery system supporting patient care, medical education, and research. He also assisted in the development of a publicly owned medical information systems company.
In Los Angeles he served as Vice President of AHI Health Systems, which did an initial public offering in 1995. He also served as Chief Operating Officer of Clinical Partners, a venture capital backed disease management and clinical research company in San Francisco, as well as a Senior Vice President of Blue Cross. He worked with key investors to develop a start up company specializing in the development of community based clinical research center.
Banks holds a BA in Economics from the University of North Carolina-Chapel Hill and a Masters degree in Healthcare Administration from Duke University.
